As usual, Mark Waid and Barry Kitson craft a very engaging story.
There isn't much Supergirl in this issue though.
Instead we get an old-fashioned mystery with Chameleon undercover to solve a mystery.
But Waid and Kitson deliver that story as a futurist film noir complete with pulpy voice overs and a lethal femme fatale.
Definitely worth checking out if you want to see a sort of different Legion story.

Thanks again for your review and analysis, Anj. Again, only caught this run
in TPB form, of which the last couple issues forms "Strange Visitor From
Another Century." Not being familiar with the run, I picked it up as it had
Supergirl prominently on the cover, and I loved the first couple issues, but
this last story was my "WTF?!" issue, as Supergirl was in it for only a few
panels, then it had this long-winded flashback with Chameleon.
It was only after picking up the remainder of the TPB, a couple of rereads,
and your post here that finally placed this issue in context; again I'm
indebted to your better understanding of comics history to catch small things,
like the reference to Cliff Steele. Thanks for sharing!
